I have a 64-bit version of Windows 7 Home Premium. I also understand that
additional language packs are only available in Ultimate or Enterprise
versions. However, I only want to add speech recognition in one additional
language (Spanish). Don't need the rest of the functionalities of the
Ultimate or Enterprise versions. Can I purchase that only?

Language options are integrated into the operating system. You access
them from Speech Recognition in Control Panel and then click advanced
speech options in the upper left of the window. In the drop down list
underneath Language, you would select a language you wish to work
within. If Home Premium does not have these additional languages, you
are not likely to be able to add them without upgrading to a more
expensive version of Windows 7.
